cEDH artifact deck leveraging Emry as card advantage and a combo piece. Focus around Displacer kitten, Mirran Spy, and isochron scepter lines.

Introduction

This is a speedy, high-powered Emry deck using only cards that I own or can comfortably afford. That means most of the moxen are out as well as Mana Crypt, Lion's Eye Diamond, and Force of Will along with a couple other staples. Regardless, this deck seeks to punch up and compete with the best, being viable in both high power EDH and fringe cEDH.
Why play Emry?

Emry is just fun to play. I'm making no claims that this is the best deck out there, even in mono blue. So really, if you are looking to win a lot, your only chance with this deck is brewers advantage which really doesn't apply here. Emry isn't a new card and the lines are pretty transparent.

Now, if you've made it this far, here are some real reasons to play this deck.

It runs no dead cards. Scanning through the deck list, you may notice we are not running Thassa's Oracle or any other dead cards to act as win conditions. If you are an experienced enough deck builder, maybe you can see why. This deck can win in a multitude of ways including milling your opponents out, exiling their entire deck, or making an infinite hasty army of swans or any other non-legendary creature or token you can get your hands on. All of these use pieces core to the strategy of the deck or cards that are always relevant such as interaction.

It offers powerful graveyard recursion. We never have to worry about whether we've used a card already or not and can react to every situation without hesitation as it arises. It is relatively easy to get any card back from the graveyard so as long as we aren't playing against strong graveyard hate, we can use interaction freely and get it back for next time we want it. So our win cons are protected and it is easy to stop others from winning.

It offers multiple compact and interrelated combo lines. Finding a combo is easy when everything works well together and each piece has several ways to combo. Playing this deck, you should always see a line to victory and always feel like you are close to a win..
Combos
Spy Loop

Mirran Spy + Emry, Lurker of the Loch + any sacrificeable mana neutral or positive artifact

This is the simplest combo in the deck but not necessarily the easiest to put together. Mirran spy can be difficult to find and there are no tutors worth running in mono blue that can reliably fetch it.

This one is pretty self explanatory. If you have an artifact that can be sacrificed, either by itself or some other effect on board, that costs 0 or can produce enough mana to pay for itself, you can sacrifice it, tap Emry targeting it in the graveyard, and cast it which triggers the Spy to untap Emry.

This results in infinite casts, infinite sacrifices, and infinite of whatever effect the artifact may have. Most often mana, draw, or mill. If infinite mana is created, winning is often pretty easy. If you get infinite draw, Liberator, Urza's Battlethopter can be cast to grant all artifacts flash. Then, you can win at instant speed by making infinite mana by adding Lotus Petal to the combo. With infinite mana, finding a win shouldn't be too hard but getting to infinite draw or mill will be the goal. Infinite mill is the same as infinite draw in this scenario.
Kitten Loop

Displacer Kitten + Emry, Lurker of the Loch + (Corridor Monitor or Lightning Greaves) + any sacrificeable mana neutral or positive artifact

Much like out Spy combo, Displacer Kitten is difficult to find but is never a dead card and can be incredibly useful to storm off with cards like Mana Vault, Sol Ring, or The One Ring.

For this combo, with all pieces on board and Lightning Greaves not on Emry if you are using that piece, cast a noncreature and target Emry or Corridor Monitor with the Kitten trigger to effectively untap Emry. Sacrifice the artifact, move Greaves to Emry if using that version of the combo, tap her targeting the artifact in the graveyard. Move Greaves if necessary, then cast the artifact repeating the loop.

The results of this combo are the same as our Spy combo. If the Lightning Greaves variant is used, it also indecently mills your entire deck.
Hullbreaker Loops

Hullbreaker Horror + 2 rocks that are mana positive when both are cast

The Hullbreaker combo is the most off theme combo in this deck since it there is no way to search for Hullbreaker and the combo does not use the graveyard. It is powerful enough that it is worth running as a backup combo if things go south with graveyard strategies and it is relatively easy to pull off given an abundance of 0 cost artifacts in the deck. For this example, we'll use Mana Vault and Arcane Signet. With Hullbreaker Horror on the field, cast Mana Vault bouncing anything you want with Hullbreaker. Then, tap it for to cast Signet returning Vault to your hand with the Hullbreaker trigger and floating the remaining . Tap the Signet for and cast Vault with your leftover from the first cycle returning the Signet to your hand. Having completed the loop once, there is a total of leftover. this can be repeated for infinite mana.

This combo results in infinite mana and infinite cast triggers. there are numerous ways to close out the game from there.
IsoRev

Isochron Scepter + Dramatic Reversal

This classic combo is the most compact in the deck and the main goal. It can easily generate infinite mana and only gets better the more cards we have seen in a given game. With both parts of the combo in hand, and mana rocks that generate at least 3 mana on board, cast Isochron Scepter exiling Dramatic Reversal to its Imprint trigger. Then, tap the Scepter to cast Dramatic Reversal untapping all nonland permanents you control. Tap all your rocks, and anything else you want to and then tap the now untapped Scepter again to repeat the loop.

This combo offers vast amounts of utility. at a base, it can generate infinite mana. Add Emry and it simulates the Spy combo. Add The One Ring or Sensei's Divining Top for infinite card draw, or Codex Shredder or Mesmiric Orb for infinite mill.
Mesmeric Monolith

Mesmeric Orb + Basalt Monolith

Tap Basalt Monolith to untap Basalt Monolith. Generally useless but if you add Mesmiric Orb you get to mill as much as you want.

Results in infinite self mill.
Monolith Mana

Forensic Gadgeteer + Basalt Monolith

Tap Basalt Monolith to untap Basalt Monolith. Generally useless but if you add Forensic Gadgeteer it costs 1 less to untap the Monolith than you get by tapping it resulting in infinite mana.

Infinite colorless mana.
How to win

Ok, so you have infinite mana and all your cards in your hand or graveyard. Now what? The deck doesn't use any clear win conditions so how do we close out a game? There are several ways to win from here but there are some key players that pave the way for us.

Codex Shredder: Puts cards from the graveyard back into hand or can be used to mill opponents in some situations

Conjurer's Bauble: Puts cards on the bottom of your deck and can be used to infinitely cycle cards from the GY back into hand.

Memory Lapse: Puts cards from your hand into your deck.

Swan Song: Creates a 2/2 Flying Swan

Reality Shift: Manifest the top card of an opponent's library. Then do it again, and again to exile their whole library.

Grinding Station: Can be used to mill opponents libraries.

Three Steps Ahead: Can clone creatures or artifacts. infinite Lightning Greaves on infinite creatures feels like some color other than blue and really surprises people.

Brain Freeze: With great storm count comes great mill ability.

Winds of Rebuke: A way to mill everyone and also get rid of their stuff.

These are just the cards I frequently use. If you want to come up with a more creative way to win feel free. I would not be surprised if there are several other ways to do it that I haven't thought of.
Gifts Pile

With the unbanning of Gifts Ungiven we get access to a 1 card combo in our mono blue list. Gifts can grab Dermotaxi, Displacer Kitten, Corridor Monitor, Lotus Petal or Isochron Scepter, Dramatic Reversal, Codex Shredder, Mystic Sanctuary to assemble the win.

Tips: If you have a fetch and plan on going for gifts, you can hold it to fetch mystic sanctuary before your turn and guarantee drawing Reversal.
Deck Speed

This deck pretty consistently can win on turn 4 if it is not interacted with but has the potential to win on turn 1. As a note, it requires a lot of setup and planning to secure the win.
